Danzo initially showed some interest in the latest developments but quickly withdrew the moment he heard it involved Shin-Konoha. His figure faded into the shadows, his voice echoing faintly:

"Don't involve me in anything related to Shin-Konoha."

Jiraiya opened his mouth to respond but was left speechless by Danzo's abrupt retreat.

"Forget him," Hiruzen Sarutobi interjected, snatching the report from Jiraiya's hands. His brows furrowed as he skimmed through the details.

"Don't bother with the two civilians, but Kakashi, Iruka, and Anko—why did they defect?" Hiruzen muttered, his confusion mirroring Jiraiya's.

The question lingered heavily in the air: What is Shin-Konoha's ultimate goal?

Meanwhile, in the Land of Whirlpools, Shin-Konoha was bustling with activity.

The residential district was taking shape, built by the hands of refugees and migrants. A commercial district was also being planned, with Ichiraku Ramen as its centerpiece—a request from Naruto Uzumaki himself.

The iconic ramen stand had quickly become a favorite among the residents, its rich flavors bringing joy to a war-torn population. Teuchi was overwhelmed by the demand, often joking about needing apprentices to keep up with the orders.

The Ninja Academy, the largest structure in Shin-Konoha, was a testament to Naruto's vision. Having grown up as an orphan himself, Naruto was deeply empathetic toward war orphans. He had established dormitories within the academy to provide them with shelter and stability, while many others were adopted by families who had lost their own children.

But amidst the progress, a pressing issue emerged.

"What?! We're out of money?!" Naruto exclaimed, stunned by Tsunade's report.

"Of course we are," Tsunade replied, her tone exasperated. "The wealth left by the Uzumaki clan isn't infinite. Building a ninja village isn't as easy as you think."

She glared at him. "Residential districts, a commercial street, the largest Ninja Academy, training grounds—you even wanted to move Hokage Rock here! How did you think all this would be paid for?"

Naruto looked at the budget, his face growing grim as he saw the looming deficit.

Shin-Konoha's costs were astronomical: food for the refugees, materials for construction, and basic necessities for the growing population. Labor costs were minimized by the refugees' willingness to contribute, but it wasn't enough.

"Where did Konoha get its money from before?" Naruto asked, genuinely curious.

"Konoha is funded by the Fire Country," Tsunade explained patiently. "The village completes missions, but the majority of its finances come from the Fire Daimyo."

She gave him a pointed look. "We don't have a country supporting us, and we're not getting paid for missions."

Naruto groaned, rubbing his temples. "Then what are we supposed to do?"

Tsunade leaned forward with a sly smile, eager to see what her future leader would come up with.

"If you don't have it, then take it," Naruto muttered, half-joking.

"What did you just say?" Tsunade asked, her eyes narrowing.

Naruto straightened up. "I said, if you don't have it, then take it."

Tsunade slapped his forehead. "Are you insane? Robbing a country will get us annihilated. We're a ninja village, not a bandit camp!"

Naruto shook his head. "I didn't mean robbing a country. I mean we can target other ninja villages… or even robbers. We can disguise ourselves as bandits, eliminate real bandits, and take their loot in the name of protecting the people!"

Tsunade blinked, processing the idea. "Wait, are you serious?"

Naruto grinned. "Completely. We won't target everyone—only those who deserve it. It's like eliminating threats while funding our village."

Tsunade's expression softened. "That's… not a bad idea."

She remembered her own desperate times, when she had taken money from thieves and corrupt individuals. Uzumaki Chito had once taught her to turn the tables on those who preyed on others.

"Fine," Tsunade said, nodding. "But keep it controlled. We'll only go after bandits and criminals."

Naruto's proposal was quickly approved by Shin-Konoha's leadership. It wasn't just about money—it was about building goodwill with the people by eliminating dangerous elements.

For Naruto, it was his first unanimously accepted proposal as the future Hokage, an event recorded in the minutes of the council meeting.

From afar, Uzumaki Chito observed with a faint smile, saying nothing. He knew this was part of Naruto's growth.

"Just like Kushina," Chito mused. "His way of thinking is so… uniquely bold."
